We got our first knock at like 1:30. By 2:30, when we went out, the street was packed. It was really nice to see all the little kids out early in their full costumes since it was warm and they didn't have to wear coats.

Weird? Really? Why? LOL

I guess from the other side, I would find it 'weird' to not know when TOTing was happening. But I'm a planner. LOL

In all the areas we've lived, either the city/town has set hours that are posted (newspaper, signs, website at city hall etc) or the neighborhood displays the hours (again posted on signs at the neighborhood entrance, neighborhood newsletter, website etc).
