Flossing should definitely be done in the bathroom.
I don't mind people trimming their nails in other aras of the house, as long as it's not the kitchen, and as long as they collect the parings and throw them away.
If you absolutely HAVE to floss in the car, it can't wait, and there's no place to stop, go ahead, but at least try to contain any bits of food that might become dislodged; don't launch them at the driver or other passengers.
If you're going to pare your nails in the car, the same rules apply - collect them and dispose of them.
