I am just curious as to who makes these. I am looking for a pair for the twins but people want $40 a pair! I would buy the jeans and everything!

It's a pair of jeans, hemed up, ribbons sewed to the bottoms... and that's it.Pretty simple

Here's an article from family fun that sound pretty easy

You take regular old jeans and turn them into capri's by using fabic glue and ribbon.

You could make normal length jeans with the ribbon on the bottom if you used a pair of jeans that were a little bit too long.
