Default Car seat laws in Connecticut help me find

Can you please help me find something I can print out for the father of the kids I babysit for? He has recently put a 2 year old in a booster seat with only the seatbelt going across and complained to me that his son kept trying to wiggle out. I have google searched and cannot seem to find anything concrete that says a 2 year old still needs to be in a 5 point harness. Also the 4 year old has confided in me that sometimes the father will let him sit in the front seat, or even on the floor of his work van. All it would take is one time of the father's stupidity for something really bad to happen. I've tried telling him yes the 2 year old needs to be in a car seat still but would like evidence to back it up.

Each state is different and a 5 point harness is not a requirment after a certain weight. As a 2 year old though I'd imagine he would fit into the weight requirment for a forward facing car seat though (It changes to booster at 40lbs in CT). Here is a print out from 2005 when it went into effect...
If he wants something concrete I'd google some accident images and show him the results of an adult, and then tell him can he begin to imagine what it would be like for a child? It's harsh, but effective.

There is also a number at the bottom of this attachment for CT Safe kids, you can always call and ask more specifics for your state and if they can send you something else to give to this father.

You should find him that video of the 3 yr old that died because the seat belt came unbuckled on his booster seat. That video is enough to make any parent think twice about boosters for toddlers.

Actually, call your states public safety director or even your local sheriffs office. They will have a brochure that they will send you and you can give it to the guy!

Try calling your peditrician for advice. They have most of the seatbelt rules handy. I do know that my youngest is STILL in a 5 point harness, he is 4 now. My middle is in a booster and my oldest does not need a seat at all anymore. The only LAW I know of in CT as far as car seats go is 6 years old. There is no wieght requirement, just the age.

OH also something else I just thought of, I have been through a few car seat clinics with Lawence and Memorial hospital. There is a professional car seat technician there and she answers any question day or night. You can also call the fire department or the police and ask.
