[Outside] composting question

I love to kitchen compost and it is especially easy in the winter because #1 No flies around the house and #2 I find I can go more than 1 day before really having to dump the kitchen composter.
However, that being said, our compost pile (which is a large square Smith & Hawkin one I inherited from my mom) freezes in the winter. So the pile doesn't go down, gets too full, and I can't fill it up from my kitchen composter.
Is there anything that I can add now to break it down naturally so that it will be much 'lower' come the really cold weather when it just doesn't break down on it's own? For some reason my dh hasn't used any of the compost, even though I've been kitchen composting for a few years now  I'm not exactly sure what he does with it!
Last year he told me to stop when it was just frozen solid and I couldn't add any more to my pile and to start again in the spring. I don't want to do that this year! Thanks!
