Yes, most of the coupons for that do same at Costco and Sams unless you join. However when I joined I had received a coupon in the mail from BJ's that DIDNT have the 15% attached.

yah thats how I joined too. Are the coupons they send in the booklet each month like that? I give those away all the time no one has ever said anything.

I beleive so, I was going to give my parents one and thats when I noticed it. IF they joined though that day, there is not a 15% fee!
