I also had that trouble. So I lessened the amount of pads but some also but sticky tape (red) on the back for more adhesive.

I used my ATG gun and the back sheet stayed on but the rest fell off LOL

I gave it a whirl... I need to get the post its attached but left them at work.... where this is going!!!

I found some clear pens 6/$1.25 at the local Dollar Store that I decorated. I also made another one. I didnt have any problems holding my pad. I just used my glue runner.

Just an FYI for those of you who say the post-it pad is not sticking. What direction are you putting your frame in? Because I put mine the opposite way I would have if I were to put a pic in it and it seems to be giving it more stability. HTH
