Frugal Halloween Costumes: Chef   You'll need an apron, a chef's hat or white pillowcase, bowl and spoon, some flour.  If you don't have a chef's hat, you can easily style one with a white pillowcase. #1 Thing to Save Money  After the rude awakening of our first power bill in our new home, we started really cinching down on our power consumption.  We turn off all our computers at night (hubby's a tech geek, so we've got several), bought a power-saving programmable digital thermostat, and pulled 1/2 the bulbs out of each of our bedroom light fixtures (still 2 bulbs left, each).
