Contact the credit card companies, don't take no for an answer. Ask for the supervisor. Tell them you owe them, other CCs, medical, etc. Then ask them if they'd be willing to settle for a lesser payment, or to lower your interest rate. If your cards are maxed, and you keep getting hit with the over the limit fee, ask that they take those charges away. They can, you just need to be insistent and most likely need to speak with someone higher up.
Someone on this board I believe, a year or so ago got the rates lowered on a lot of her cards by ding this. Be honest, tell them you know you created this debt and you are trying to pay and how you are struggling.
I don't know the new bankruptcy laws but it is harder to file nowadays and I would avoid that by all means. It can have a negative impact on you or your DH if you apply for a new job. And it will follow you forever. It is a routine question on all sorts of applications nowadays.
