Question Have you given anybody relative/strangers money

in act of kindness but turn around spend it foolishly? for example a homeless person needs money and you give him $10 then you see the same person the next day and he's smoking or gambling. How would you feel about that? or how about this one my sister told me a week ago that she needed some money to buy food for her kids. She live in the Philippines and I can't really send her any "food" because it will go bad once it gets there and money is actually faster. I felt bad for my nieces (4 of them) so I gave her $40 which can be converted to pesos and she can buy food with it. Well yesterday afternoon my cousin told me that she is in her house asking for food. Turned out that my sister gave the money to her live in boyfriend and he went gambling and lose all the money I specifically told my sister that the money is for FOOD ONLY. Now she wants me to send more money because her kids are starving and the 7 yrs old refuse to go to school because she doesn't have school supplies or food to eat for breakfast. I pity for my nieces but I don't pity for my sister. Sadly, I can't really trust anyone in my family to send the money to and buy the stuff for her because they are the same thing. She manage without my help for almost 11 yrs now and she always have my aunt to count on but at the same time its my nieces that I'm thinking about. My relatives has been telling her for a long time now to move out from the boyfriend's home but she doesn't want to help herself. She wants everyone else to take pity and carry her problems out for her. We are in a tight budget as it is and I had to ask DH to make it happen if possible for my nieces sake and he gave me his $40 allowance instead of digging into our grocery money. Poor thing he doesn't even know it yet.

Yes, this has happened to us. DH's brother. "Fool me once, shame on you - fool me twice, shame on me" This happened once, it won't happen again.
Since you don't have anyone there to make sure the money is going toward the kids and food, I'm not sure what to tell you. Kudos to you for trying to help out, but you just can't change some people.
