I believe a child should do age-appropriate basic chores simply because they are a part of the family or "team" that makes a household work. They participate in the household and they get food, clean clothing, toys, transportation, etc. For example, my 5-year-old helps me assemble his Dad's lunch in the morning. When he "doesn't feel like it", I remind him how we all work together and that I make him breakfast even if I "don't feel like it." He is really learning how give and take works, and how clean clothes, meals, and a warm house don't just happen magically.
However, I also believe it is important to teach kids how to "earn" money and of course then manage the money. So we offer "jobs" (or extra chores/projects) for the kids to do to earn that money. What is really fun is when, on their own, kids look for ways to earn money.
So in total, I believe kids should do chores without getting an allowance, but they should be given opportunities to earn money, above and beyond normal chores.
