Default Budget question-utilities

I was looking at a budget form from a website I mentioned in another thread. It suggests 30% for housing. So does that include utilities? Or should those be considered in another category?

Yes, they are including Utilities and maint. in that 30%. Just like they include gas and car maint. in the auto category.
