I buy a lot of our stuff second hand. I can almost always find markers and paint at Goodwill. Sometimes I even find paper and other misc. supplies. Of course the problem with this is it is always hit and miss.

i get most stuff from the dollar store.
i got a big box of crafting stuff at a yard sale earlier this summer for $2.50.(it had a ton of stuff in it...mostly unopened and it would have been over $25 according to the price tags still on the stuff).
I have never ever seen art supplies or coloring books at our goodwill or salvation army, what the H? haha I've managed to snag some at yard sales though. I generally stock up at back to school sales or large clearance events. I go through them as quickly as the kids do I work for an engineering firm and will also bring home junk rolls of plans. 3' wide by 10',12'15'+ long with a stark white side. Roll one of those out on the floor and toss down a pack of crayons and they go to town. DS loves to trace DD and "color her crazy" haha I also will take a good portion and rip it into smaller 6" squares or so for a pad of scratch paper or rip/cut out pieces so that they stay away from my nice computer paper
