Ours offers one on a smaller scale than the summer reading program.

Nope ours does not. Even if they did, I think it would have been cut because of budget cuts.

Ours does but it isnt much. Instead of every week like the summer program, the fall program is only once a MONTH! Ds3 was bummed about it. We still go to the library every week so he can get new books or movies.

My DD is much younger so we are participating in the Pre-school Program. Our first one is today and while is held at the library it is put on by the children's museum. We will also do weekly story time in October.
