Organize a clothing swap with friends, neighbors, or parents of classmates.

Get together twice a year right before seasons change and lay everything out. Just make sure you set up guidelines that are easy to comply with and everyone agrees with. Some examples are...only bring clothing in good shape, for every item you take make sure you brought one to share, everyone gets to chose one item/outfit and then it is the next persons turn, etc.

You can also do a toy swap as well.
