With my three kids and all my friends kids we like to exchange clothes all the time. As my kids grow out of stuff I get the boxes that hold paper from our office. I line them with dry cleaner bags and then stack the clothes. there is always extra dry cleaner bag on each side so I fold it over the top of the pile, put the top on it and label the contents. Then I seal the lid shut with clear packing tape.

I just opened a box that was stored for 3 years and they are perfect...and BUG free.

I store mine in the clear plastic bags that comforters and blankets come in. They fit well under the kids beds. Since or clothes don't get stored for very long (with three boys stair-stepped in age), I put the like size items in one of these bags and put a piece of paper in it that as the sizes/types of clothing. I also add a dryer sheet (or washcloth sprayed w/fabric softener) for freshness. Then they get stored under the bed of the next child that will wear them. It's an easy way to keep track of all the variety of sizes we have.

I also do something similar. My sons are three years apart, so I often have clothing that doesn't fit my older son anymore but is too big for my younger son. I actually just keep it in a plastic bin(s) with a lid in the guest room closet. I label each bin by the size of the clothing in it...that way, I've found for me, it's easy to find everything in one size.

I keep at least one drawer in their dresser for the next size up. Dd (age 3) has a small dresser, so she only has one drawer & one underbed box for larger sizes. Ds (age 7) has 2 drawers right now.. but with how he is growing, I might have to go with a underbed box for him as well.

I no longer keep any clothes that are too small. I have several friends with children younger than mine, so I pass what I can to them.. Everything else goes to the clothes closet at a local nonprofit where they are given away for free. Considering this is where I get a substancial amount of my daughter's play clothes I love to give back to them when I can.
