I am assuming that you have some items in stock pile.

Milk - $3.50
Vegs(carrots, cauflower(sp), boccilli, beans, celery, onions) - $5.00
chicken (whole) - $3.50 (you can get three meals from one whole chicken)
2 pounds ground beef - $4.00 (use 1/2 pounds with each meal that 4 meals)
10 pounds Potatoes - $1.29
Nooldes - $1.00
Rice - $1.00
sauce - $0.50
TOTAL $19.79

I guess ultimately it depends on what I had in the fridge/pantry and how long this needed to last and for how many people. But, something like below

Milk
pb
jelly
bread
pasta
hamburger meat
sauce or canned tomatoes
dried black beans
veggies- frozen or canned if cheaper
potatoes
cheese
fruit

My in a pinch meals are pasta, pbj, black bean chili, potatoes- (baked, roasted, pancakes, pan fried w/ hamburger meat), grilled cheese, throw in soup (ie- whatever I have- corn, beans, meat, pasta)

Orange Juice-$2.50-not from concentrate
2-Hersheys Cacao Reserves-Free with coupon
1- Ground Turkey-Free with coupon
1 Loaf of Bread-$.69
2 bottles of BBQ sauce-$1.00 after coupon
1 bag of salad mix-$1.00
1 bag of Pecan Sandies-$1.50 after coupon

Grand Total $19.94

forgot to add my free box of Glucerna Cereal after the coupon.

Are we talking for a week's worth of groceries? I would shop at Aldi's for

Milk
bread
pasta
spaghetti sauce
ground turkey (cheaper than ground beef)
ground beef and crackers to make meatloaf--that can be stretched to 2 meals
cheese for grilled cheese
lipton rice or noodle packets
flour and eggs for pancakes made from scratch
french toast is another cheap meal
