Let's see~ I will reinvent meals using leftovers. I buy in bulk and then package them in meal size portions and freeze. I made it a personal rule never to spend more that $2 lb on meat. I have breakfast night and sandwich night which uses less if any meat. I'll use tuna fish and canned salmon.

I buy in bulk, when it's on sale and I have room in my extra freezer. I separate into 1 lb. portions. Sometimes, I cook it all before doing that, so it's super-quick to throw a meal together.

At Costco, I buy the flash-frozen boneless, skinless chicken breasts in a 10 lb. bag because it works out cheaper per pound that way, and thawing is not necessary. I also buy whole chicken or turkey when they're on ad, and freeze. I can usually get more than one meal out of one.

I make meatless meals, too. And, we're trying to eat more fish, so I buy that frozen rather than fresh as it seems to be more affordable.

We normally buy a whole cow. The meat is certified Organic and runs 1.99 a pound when we buy the whole thing. That will last us about a year.

For pork, chicken and bison - I buy them at BJ's when it is reduced.

I just watch the grocery store flyers like a hawk. When there are good sales I try and stock up. I buy big packages of hamburger and seperate it out and freeze it-1lb for family meals and 1/2 lb for meals for me and the kids. I buy lots of boneless skinless chicken breasts-those work great for so many different recipes. Whole chicken-multiple meals. I stocked up on turkeys during Thanksgiving too. I have two turkeys (one 7 lbs and the other one is 14 lbs). I plan on cooking one up next week. I will be able to get at least two additional meals out of that.
It is really all about planning. mommy&wifeisme, rule of never paying more than $2/lb for meat is a good idea.
Check out to see if you have any butchers in your area to buy from. Also, buying a cow, pig, whatever is a good idea too.

Buying on sale.
Planning menu.
I have a few meatless meals a week (waffles/pancakes/french toast, pasta, eggs, grilled cheese & soup).
Unless I make lasagna, I don't put meat in the pasta. I add a little cheese on top.
Making a roast and using leftovers is helpful. If I make a chicken, we will have enough leftover for 2-3 pots of chicken soup.

Watch for sales. And have started menu planning this year. But I go to Sam's and buy chicken for $1.97/lb. The ckn brst are so big I can cut up one and make a meal for the 3 of us. Two brst barely fit into a quart size freezer bag. We eat lots of ckn. But Sam's has some good prices on meat sometimes. That's about all I get there other than gas and pretzel stix.

My family are big hunters so on occassion I'll get deer meat that they clean and package themselves so it's very little cost. Basically just supplies.
We are big catfish eaters which although it's very common here it does tend to be expensive if you go buy it in the store. I buy the largest packages I can find and repackage it into smaller packages.
I do the same thing with hamburger, which is something else we eat alot of. We don't do meatless meals. Hamburger I usually get in 10 lb bulk size packages and repackage it into 1 or 2 lb packages for meals. Hot dogs seem to be on sale quite a bit but we only eat the all beef ones( the hebrew national ones) which tend to be really pricy so we don't even bother.
As far as chicken goes, I buy alot of bulk size packages of bone in chicken and repackage into meal size portions.
We don't eat alot of tuna but I do buy cans when I find it on sale for casseroles.

I don't really use a whole lot of meat. I buy lots of hamburger when it is on sale really cheap and package it in 1 lb pk. I also buy the pks of frozen bonless skinless chicken breasts when they are on sale. I feed the entire family with 2 chicken breasts made into hotdishes, casseroles or quesadillas. I also do alot with 1 lb of hamburger. I make hotdishes, sloppyjoes, chili, etc.

Other meat, I rarely buy. I only buy it if there is a really good price.

I buy in bulk at Sam's Club, then come home and divide into smaller packets and freeze. I do this 2-3 times a year. I have found that in my area, the prices at Sam's are either better or the same than other local stores, but the quality is always consistent.
