If you have problems with your clothing items and towels being stiff when line drying, try putting Vinegear in a downy ball in the wash, its a natural fabric softner My line dryed clothes are never stiff and I to love the way line dried sheets smell

Tips for line drying.....For jeans, I hang them upside down on the line. They are much heavier at the waist so the weight keeps them from wrinkling. Also hanging shirts on hangers then putting them on the line. It skips a step and much more space on the line (I still use one clothes pin on the hook to keep them in place)

Ontario passed a law that overrides any city or subdivision bylaws about clothes lines. They're aren't allowed to say you can't have one now.

You don't have a problem with the wind blowing the hanger off the line? ( I see you're in Texas, where the wind blows nearly as much as here in Kansas!) I may experiment with some item I won't cry over if it blows away...There's been some days where I'm literally fighting to get stuff on the line due to the high wind..yet the clothes dry super fast on those days.

I have a rotary line dryer in my back garden that is well utilised. We don't get that many sunny days here in the uk, but the wind takes some of the water out, and they do dry-some times takes all day!

If you use a clothespin it helps to keep the hanger from getting blown away. You just sort of pin it to the line to secure it. I don't have an outdoor one but I do have the wooden one and I have been using it this week. Not for everything but some things that take longer to dry like towels - I start them in the dryer and then switch -also doing this with a few other things. I also usually take towels upstairs before they are completely dry and just hang them up and in the morning they are fine.

If my shirts are still a little damp I just put them on hangers like normal and then hang them on this over the door hanger on my closet door.
