I've done a lot of research during my nursing master's program and taken several statistics classes, and you have to be careful inferring conclusions from a study like this unless you have all the details. *They're basing the conclusions on the fact that one part of africa has uncircum. men and have higher HIV rates, while another part of africa with circum. males have a lower rate. *But there could be other factors as well that they don't discuss. *Maybe one part has better preventative education and more men wear condoms. *Maybe one part has more promiscuity with more sexual partners. Maybe one part tests better and so men are more careful about limiting their sexual partners once they know they're infected. *There are LOTS of other things that could explain it. *So unless they're controlling all the extraneous variables, you could be comparing apples to oranges. *So I'm not saying it's not true, but this article certainly doesn't give enough information for me to draw any conclusions from.
