I kinda feel like he knew the rules and broke them anyway, so maybe he should be punished. unfortunatly in this day and age boys and girls sometimes dont know the difference between what is appropriate touching and not appropriate and the schools have to have a zero tolerance policy on personal touching. He knew that this was a policy and decided to break the rule anyway, so he should face the consequences. If there are rules all of the kids should be made to follow them and not just a few, I feel like to many times parents think that "thier kid" should not have to follow the rules that other kids should. I wonder what others would say if the parents of that girl came on and said that they didnt want some 13 year old boy hugging on thier daughter? And wanted to know why he was allowed to if there is a no touching policy at the school.

In life we have rules and laws and we have to follow them, we also have to teach our kids that they have to follow them wether they like them or not, and that they cant just ignore them.
