Actually, they made it seem that way, but it wasn't true. It's all in how the books were juggled, and the spin put on it. Of course, this war has us in an even worse position. But we were NEVER out of debt the way Clinton's gang tried to make it look.
Keep it comin' Hilary - you're showing your true colors...and stupidity. Aliadam's right, though - it plays to people's greed and desperation. The ol' what's in it for me.
As always, she says what she thinks people want to hear.

No we weren't. We have had a national debt since Abraham Lincoln, I believe, and a substantial national debt since the early 20th century. I would have to go and recheck that, but I do know it was in the 1800s when it started and around 1910s, around when the Federal Reserve System started, when it started to soar. If you truly think that (that Clinton was the hero who was bringing us to no national debt), I have some really cheap swamp land to sell you. Another grandma phrase from old.

Oh, and you obviously did not read my response that I was not too keen on the tax credits from Bush in 2001 either. BUT, those were not near as expensive as what she is suggesting. . .

Perhaps you should go recheck that. According to Greenspan, we were almost debt free and there would have been a huge surplus if things were to have continued.
Honestly, I don't even know if I agree with what Hilary is proposing. I haven't read enough about it. But the venomous responses from our Republican cheerleaders regarding anything with her name on it is irritating.

Just as the "attack Bush at all costs even if the post is not about him in any way, shape or form" responses - that gets equally old.  Believe it or not, I would be saying this no matter who said it. It didn't have to have Hillary written in it for me to not like it and to call it a stupid idea. That is what it is whether Fred Thompson, Obama, Guilianni, Hillary or the Mother Theresa suggested it.
As far as Greenspan, from everything I can find on the subject, it just says he admired Clinton for being informed. I can find nothing where he says we were headed to be "debt free"- of course, I have not read his book, just blurbs. At best we might have been lessening national debt, but that is extremely doubtful, even under Clinton. As desertmom said, it is just different ways of getting the numbers to work.
Of course, I have said (maybe not here, don't remember that) that Greenspan should have been removed from office during Clinton's term or even in the elder Bush's - he was very out of date with many things. You will find that he is not well admired among economists for his policies. I do find his objectivism philosophies interesting. . . most people don't know he was an inner circle friend of Ayn Rand in the 1950s - the extreme of conservatism. He makes me look like a bleeding heart liberal! My interesting Greenspan tidbit of the day.
