The article tells you what he was doing with a 17 year old boy & 2 15 year old girls:

Garrison met three teens at a grocery store and accompanied them to a party.

It's called buying the liquor. The kids were underage - they probably asked if he would buy the liquor for them to go to the party, and then he decided to with.

Ok...I feel like a dumba$$. I somehow missed that entire sentence when I read the article.

Still, why would he think this was appropriate?
