Have you filed with Ebay's Item Not Received process? There is a time limit, so you might want to do this now. A month is plenty of time for the seller to get the organizer to you.
Also, make sure to send your emails through Ebay's messaging feature, so you'll have a record with them of your attempts to contact the seller. If you just send them from your email program, they may not accept them as proof of attempts. And, have you gotten the seller's contact info from Ebay and tried calling them? It's an extreme measure, but it might light a fire under them.
Filing with Paypal is also good to do. You may not get your money back right away, though. I've never been through this, but from what I've heard, if the seller's account is empty, there's nothing for Paypal to refund to you. If more money is added to the account later, Paypal may use that for refunds, but I'm not sure how long they keep things open.
