My grandma used to work at Dillards and she said she had to watch in the baby section because people would come and swipe a whole stack of baby clothes and then run out of the store. She said there were a few people who came all the time and did this and they were ebay sellers. I guess that can account for a small portion of them. So when I see a whole row of listings for the same new with tags baby outfit, I wonder where they really got those from.

If you have a brick and mortor store-front, then manufacturers send you samples of their products so you can see the quality, try them out, etc. The merchant then turns around and sells these items on e-bay.

Don't use wholesalers who advertise on-line. Look for wholesalers in directories that can be found at some larger public libraries (your librarian can help you.)
