no they can't do that.
i recently bid on a sterling silver chain, and when i bid, the shipping charge was exactly 10.00. about 3 days before the listing ended, suddenly the shipping and handling charge was 33.00! i was so peed off! i contacted ebay and retracted the bid. the seller contacted me saying that it was a "mistake" and whatnot, but i know it wasn't. when i went through his feedback i saw that he had done that about 3 other times, and his response to all the negative given to him was, "the item sold for cheap! cheap ebayer not to buy!"
but the fact remains, whatever the bid is listed for is what it's supposed to be sold for, or you do NOT have to buy it. retract your bids and contact ebay.
i've noticed this "trend" lately, as i'm on ebay daily. they really need to do something about this.
