I have worked in the water testing business for local government for 20 years. There are hundreds (thousands?) of water testing scams around. So please, take care.

YES, YES, YES!!! Totally true! And, not just true for water testing either, for MANY THINGS!
Here's the real test! Test the water that's been filtered (either in your fridge, water jug, through your sink filter) to see what that water is like! My mom bought a box of water testing strips about two months ago and gave a few to us- boy this was fun! We have a filter on our sink faucet (it was good) a water filter/pitcher (the strip showed there was MORE bad stuff in the 1 day old water filter pitcher than there was in our bathroom sink!!!) and then we tested our filtered water through our fridge and it showed that it was good)
