Judging by the ages of your kids combining them is fine. When they are older, you may want to space it out a bit, maybe one at the tail end of the previous month in which they were born, the other one maybe at the beginning of the next month in which they were born. i.e. if they were born in July have one party at the end of June and one party August 1st.
I think you can 'get away' with combining parties for quite awhile. Maybe when they are school aged (elementary that is) they will begin to 'want their own thing'.
I have to add here my mother combined her birthday in September & my fathers, mine, and my grandmothers in October. I hated it. We had one pie (my father didn't like cake) and although the gathering was nice I never had that nice 'special' birthday feeling like my brother did when he got a separate party in July for his birthday. I think combining the adults one was fine, but I think the child's party, even if just like I said, decorating the kitchen and having a special cake would have made me feel much more special.
Decorating is fun - I would decorate maybe one room - maybe the kitchen - and then serve cake. Heck forget about buying them, if I were going to do that I'd make it an activity and make them with your daughter!!
