I use my computer ALOT for titles and journaling. I have lots of fonts, so I just print them out and trim them down and use those.
If you invest in a good paper trimmer that has the swing out arm (I have a green provo craft one that I got at Hobby Lobby for around $8), you won't even need a ruler because the swing out arm can also act as a ruler. Your most expensive investment will probably be your scrapbook itself. Keep your eyes open for 50% off coupons at Michael's, though, and you can get your scrapbook for half off....or if you take it a step higher and get a scrapbooking KIT, then you'll have the scrapbook, cardstock, papers, stickers and maybe a few embellishments to start out with. DO invest in a good pair of small scissors....Cutterbees are great...I don't yet own a pair, (I'm waiting for my Creative Memories ones to wear out) but I've used CutterBees before and I LOVE them.
Honestly, you can scrapbook as inexpensively or as expensively as you want to. Your book and paper cutter and scissors can be your biggest investment if you let it. Check clearance EVERYWHERE...and always check the little dollar stores (Dollar Tree or any others you have around), Big Lots, etc.
