Okay let me jump in and give my 2cents even though I have no kids lol. So take this as it is...
I think it depends on the kid entirely not on age. If you have a responsible child who can handle one then great. Also it depends on what kind of a schedule you and the child have. Do you have a child involved in after school activities, sports, scouts? Then I definitely see a need for one in case they need to reach you for anything. I know the schools around here are notorious for having after school things but no one (teachers included) know what time they will be over. I think for these cases cell phones are really nice.
My mom got my sis one when she started band because the director was forever holding lessons over 30 or more and wouldn't let them leave. Since mom lived close to the school my sis could just call when they were done and mom would head that way. Gave sis time to get her stuff together and mom didn't have to sit outside waiting forever.
