If you had the chance to buy wind power from your local utilities company, would you pay the extra amount to do so? Even if it cost almost twice as much as regular electricity?

No, I wouldn't. I'd put up a windmill, and harness my own power!!
And it's really not that hard to figure out, either - like most people think. Just read up on how to connect it to a battery source, then hook up a converter to the battery, and then plug into the converter whatever you want to run on electricity! Nothing's better than free electricity!!
On a side note, the same goes for harnessing solar power. You use the same method.

Me too! My cousin just came down from Canada and she is totally off the grid, how cool is that. If the power goes out, hers doesn't. She gets no utility bills in the mail. She uses a combination of different sources.
I looked into it a while back and it was an expensive start up. I'm getting ready to start up my research again. This is something I am very interested in.

I've read that they are very loud? I don't know how true that is but I did read it somewhere that some people were complaining / sueing someone due to the noise level of their windmill.

I don't know...maybe it needed a little grease???
I think I could easily get used to the sound of a windmill churning away...making free energy for me!!
And when we do eventually build, I don't plan on having close enough neighbors to complain about the noise of my windmill - or anything else for that matter!!
But to answer your question: I've never heard of a lawsuit over the noise of a windmill. The only ones I've ever seen are out in the middle of cow pastures!!

Funny you should mention putting up your own windmill. This morning I started really thinking about this and found this website. Mariah Power - Windspire Overview
It's supposed to be really quiet. I don't know that my HOA would allow something like this in our yard (I highly doubt it), but we DH and I buy or build our house in the country, we will definitely do something like this. I think they look cool.
