Here in North Dakota, we have price controls and milk never goes on sale. Local grocery stores are selling gallons for about 4.70, but somehow Walmart is selling gallon at 3.39. I'm not sure how they are able to do it, unless the other grocery stores are jacking up the price a lot and Walmart is taking a loss.
