I think it's very possible, if you cook most of your meals from scratch and buy on sale. I can get chicken breasts for $1.99/lb, so use one chicken breast, one bag frozen stirfry veggies ($2.00) and rice (< .50 per cup) plus spices on hand. 5 people, less than $5.
Chili - 1 lb. hamburger ($1.99), 1 large can tomatoes ($1.00), 1 cup dried beans (.50), plus spices. Saltine crackers. At least 2 days left overs. Add more tomatoes and beans to make it stretch even further.
Lentil & Rice taco mix - homemade tortillas (<.50), 1 cup lentils (<.25), 1 cup rice (<.50), 1/2 lb hamburger ($1.00), seasonings (free), shredded cheese ($1.00), sour cream ($1.00), lettuce, tomato, ?? (free from garden).
I could go on, but there are lots of healthful, cheap foods that you can make. Each of these cost around $5 for 5 people, but we always have enough leftovers to either eat a few more days, freeze half or feed extra people. I once made enough spagetti to feed over 30 people with less than $10!! Of course, it was 10 years ago with lower food prices, but it can be done!
Beans, lentils, rice, canned tomatoes, frozen veggies are all inexpensive and have lots of nutrients (except for maybe the rice, but brown rice is good for you). Growing a container garden can yield salad ingredients that can be pricey at the store.
Oatmeal for breakfast or an egg and toast.
Lunch - grilled cheese, a salad, homemade soup
All of the ladies that are spending $250 a month on groceries for a family of 5 or 6 all have to spend an average of less than $1 per person to be spending that little per month.
