The other good thing about kids this age is they don't care if something is "new," as long as it's new to them.
Look for one of those Little Tikes workshops as people start cleaning out for Christmas. Anything little tikes will clean up with a Mr. Clean magic sponge-thing. Mine also love love love their easel - I keep it on the back porch, but bring it in for water colors (use a clearance plastic tablecloth that's washable) throughout the year. So fun. I am also a little people fan - mega blocks, anything that "runs" on imagination. My son loves rescue heroes - they are awesome and don't kill anyone - just rescue. My kids have played with this huge drum full of instruments from Target for years now. (they still sell them) Start watching the consignment stores/sales and don't be afraid to tell the clerk what you want - some places will call you if they get it in.
Don't waste your money on anything electronic - he's too little.
