Default Cheap and safe activities for 2 and 4 year old boys

DD is turning 1 and her two cousins, 2 and 4 year old boys, will be coming. I want to provide some activity for them during the party that is neat and different to entertain them. I was looking for an activity kit at Michael's that I could get as their favor and play with during the party...but no luck, everything is 3 and up. Any suggestions? They both love trains and aren't big drawers.

My DS is almost 2 and my friend's son is 4.... I'm sure you've seen the foam stickers at Michaels... they have the seasonal ones of pumpkins with witch hats, pirate hats, glasses, etc. .... both the boys loved just peeling and sticking them on construction paper.... a little mess of left-over peels, but they were both entertained for 15-30 minutes... just an idea....

I saw that they were for ages 3 and up because of the sizes of the pieces, but I'm sure it would be fine

my son is 2 and i make homemade finger paint, let him color with markers at his high chair, we put music on so we can dance, make musical instruments, make homemade playdough that is edible, make macaroni necklaces, or help cut out cookies.
