We had a small b/w tv in the kitchen when I was a kid, and it was always on. One rule in our home is NO TV in the kitchen, and our home layout is such that we cannot see or hear the TV in the family room from our kitchen either.
Once in a while we'll eat in the family room to catch a show, but that is not the norm. I think it's better to have meal time as a time to talk. Music is fine.

My 4 year old eats breakfast and lunch watching tv. We don't all eat breakfast and lunch at the same time so I don't think it's a big deal. He has to eat dinner in the kitchen though.

For us, no. We always eat all three meals a day at the kitchen table and there is no tv in the kitchen and the living room tv is off. To me meal time is family time. My kids tell me their dreams and what they want to do that day at breakfast time. At lunch time, they talk to each other and to me. Dinner we all six talk about our days. It is just a nice family time.

If that is what works for you, then go ahead.

Our TV is in the basement, far away from the rest of us! We did that on purpose. So, no we try to keep it away from the family time. Probably should do that with my laptop as well!

My ds (almost 2) has his pbs morning shows on when he eats breakfast, but he has to sit at the table (our table is in the dining room part of a great room). On a normal day, the tv is turned off at 9 am until the 6:00 news, then off again until after he goes to bed.
Rarely he watches a show while eating lunch, most of the time we've just gotten home so we go right into lunch time. Maybe on a rainy day or sick day when we've been home all morning.
Dinner is at the table as a family as much as we can, I at least sit down with him if dh isn't home yet.
We do have music on most of the day.

my dd eats lunch with the TV on, and when that certain show is over, she knows it is time to get ready to go to afternoon school!

Supper with the whole family is a no no with the TV on in our family.
