So many moms that I've talked to lately have asked about keeping baby's skin soft and free of dry patches. Is it just our area or do other moms experience this problem too?

I occassionally experience this with DD, but I am careful not to bathe her too often and I'm adament about using lotion! I can usually clear up dry patches in a day or two by using The Body Shop's Spa Wisdom Body Lotion on her. If it's really bad, I might use a round or two of cortisone.

Any other tricks or tips?

Leah will get occasional dry, scaly patches too. What works best for us is Burt's Bees Baby Lotion. Running a cool mist humidifier at night helps too. We are also careful not to give baths too often (every other day or so is plenty). When her cheeks get really chapped, a little Aquaphor works wonders!
