Sarah, even though I use the paper based wipes, I do use a wipe warmer. I have a pad in the bottom from Prince Lionheart. They are pretty inexpensive and I replace them about twice a year. BabiesRUs carries them, and Target may. This pad is used to keep the wipes from browning too much and drying out.
Each time I replace the wipes, I use distilled or R/O (bottled will work, too, as it's R/O) water. I pour it in. Enough to soak the pad and have a bit extra. Maybe about 1/2 inch of water is in the bottom. Then I put the wipes in. I tried not using a warmer, and we all hated it. It was such a shock to baby, and woke them up too much in the night.
So adding that pad and water should help you accomplish what you want to do. Your cloths will stay warm and moist, but not wet, from the steam.
I have used tap water, but prefer to use purified water. Either way, I have NEVER had a problem with mold in it in the 7 years I've used it. Wow. I had no idea it's been that long!
