Not sure if this is the right area to post this or not. I am having problems with my avatar. It is supposed to be moving. Does anyone know how to fix this?

I am not sure where I found it, but I have it placed as my avatar now. The two birds are supposed to be hopping up and down. They do when I open it up on my PC.
