Yes, you can. I usually give the x$ off y$ coupons first (if I've gotten any on my receipts), then manufacturer coupons, then once I see what the balance is I start paying with ECBs. If you have any about to expire soon, then obviously use those first. If not, then use large ones but NOT over the amount you owe. They will NOT give you back change from an ECB. So if you hand them a $5 ECB to pay for $1 bill, you just lose the $4. So I always just pay down to a few dollars with my ECBs, then pay the rest in cash.
