First I decided what I wanted to do, then I checked out some books from the library about starting a small biz. You can also find some great articles online that can help you get started. Develop a biz plan. Determine how much money and time you're going to need. Always over estimate the money and time part. Better to be prepared with too much instead of too little. Get in touch with people that already own businesses like the one you want to open. Ask them as many questions as you can.(About start up, daily running, how long till they turned a profit-if they'll share that) Find a location. Find out from city hall what type of business licenses you need for your biz.
There's much more just be prepared to do A LOT of research before starting a biz outside your home.
The business I started was a dance studio, so it had a lot of different rules than a traditional biz. I had to close after just a few years because we moved out of the area.
