Here are some recipes I found for this:
Cinnamon Dough Ornaments
Recipe #1
1/2 cup cinnamon
1/2 cup store bought applesauce (homemade sauce will likely be too watery)
Or, any equal portions of both ingredients depending on the quantity you desire.
Directions:
Stir together cinnamon and applesauce with a spoon until the dough becomes stiff, then use your hands to create a ball of dough.
Place the ball of dough on a sheet of waxed paper, flatten slightly with your fingers.
Place a second sheet of waxed paper over the top of the dough and roll out dough to about 1/8 inch thick.
Use cookie cutters or your own template shapes.
Air dry creations on a waxed paper-covered cookie sheet or a cooling rack for at least 24 hours until they are completely hard.
Recipe #2
Mix 1 cup cinnamon and 1 cup applesauce with 1 Tablespoon of white glue. You want a consistency that can be rolled with a rolling pin but not quite as sticky or it will stick to your counter! Sprinkle counter with cinnamon and roll out dough and cut with cookie cutters. Cut a hole in shape with the straw so you will be able to hang them. Let dry about 24 hours. They shrink as they dry. Cut lengths of gold thread, make loops and hang. they will keep their scent for a few years. Refresh scent with cinnamon fragrance oil.
Recipe #3
1 cup cinnamon
1 tbsp. ground cloves
1 tbsp. nutmeg
1 tbsp. allspice
1 tbsp ginger
3/4 c. applesauce
In medium bowl, combine cinnamon, cloves, allspice,
ginger & nutmeg. Add applesauce, stir to combine.
Work mixture with hands 2 to 3 minutes or until dough
is smooth and ingredients are thoroughly mixed.
Roll out dough to 1/4 inch thickness.
Cut dough with cookie cutters.
Using straw or pencil, make small hole in top of ornament.
Bake on an ungreased cookie sheet at 150 degrees for 1 hour
Remove from the cookie sheet and bake on the oven
racks for another hour and a half.
Use these ornaments to decorate gifts, hang on tree, etc.
Recipe #4
Combine a 16 oz. jar of applesauce, 8 oz. or more of cinnamon, and 1 oz. of either allspice, nutmeg or cloves (I use allspice).
Combine all ingredients and mix *very* well.
Roll out dough to 1/4" thickness (putting plastic wrap around the rolling pin works well).
Cut out the ornaments .
While dough is still wet, poke a hole in each ornament .
Dry in a 150F oven for about 3 hours, turning halfway through.
Creative tips:
For extra "sparkle," mix in decorative glitter.
Make your own shapes by trimming the dough with a table knife following around patterns you've cut from cereal box cardboard.
After cutting out shapes, use a drinking straw to create holes for jewelry or ornaments.
Use toothpicks to make smaller holes for threading. Leave in dough until dry and remove.
For a wall hanging, thread a colored ribbon through the shape.
For a brooch, decorate with fabric paint and glue a metal clasp pin to the back (available at craft stores).
Decorate creations with acrylic paint or fabric.
The creations can be used as decorations on a gift box or bag.

I believe I did recipe number 2. It was sticky but wasn't really bad to work with as long as I kept sprinkling cinnamon all over the place.
I was able to make about 24 ornaments from this recipe.
Another hint for these ornaments I found was that they should be about 1/4" in thickness. You don't want them to be too thin or they'll break easier.
Also use a straw to make the whole for the ribbon or whatever you're using to hang it with. Using a toothpick for the hole is too small.

We let ours dry on the cooling rack, turning several times a day, for a few days. When completely dry we decorate them like you would sugar cookies, using paints in the little squeeze bottles from Walmart or Michaels. I also found some glitter glue in squeeze bottles too that work well. Last year we used a dog bone cookie cutter and made those for family and friends/neighbors with dogs, I wrote the dogs name on the ornament with the paint. We used a butterfly cookie cutter for my niece's ornament and we did the rest in stars, Christmas trees, angels, candy canes etc. My ds really loves doing these.

If these turn out to be about the color of gingerbread, they'd make some really cute gingerbread ornaments!! I might have to try these and let the kids give my Mom a "set" for her tree. She loves scented things!

We made these three years ago, they turned out great. DD took a "set " to her teacher for christmas... we used the 2nd receipe and used red and green pipe cleaner to hang them.

Abby and I made these yesterday. I think I made mine a little too thin, but we'll see. I hope they still work ok. The two hints that I found helpful were:
DEFINITELY wrap your rolling pin in saran wrap...works perfectly
Roll your dough out on aluminum foil taped to the table...it won't stick to foil. I tried wax paper first and it was like the cinnamon was taking the wax off of the paper and it was sticking.
Question...what can I get to spray on them or "paint" them with to make them shiny? What kind of clear stuff??

My kids and I made these last year and they were very easy. They also make great additions to gifts, like with the gift tag. We let ours air dry by a window for about 3 days, turning them over the 2nd day. What amazed me the most was that when I opened the plastic bag we stored the extras in from last year, they still have a wonderful scent this year!! Very nice - and very easy!

We made ours today with recipe #2, adding spices and glitter. The dough was sticky and a little wet but very easy to manage and rolled out well. We rolled it out between two sheets of wax paper and had no trouble with it sticking to the rolling pin. At 1/4 inch thickness, the shapes were easy to pick up and move. I used a shish-kabob stick to make nice sized holes for loops. We dried them in the oven on parchment paper lined cookie sheets.
It was fun and easy- the kids really enjoyed making them. Thanks to all who posted their tips!
