$0. My DD I bought her "penguin" last year or maybe it was this year (jan/feb) from the children's place, and my DS is a pirate from the basement from 2-3 years ago.

$0. A neighbor gave dd a costume that one of their kids outgrew. If they hadn't given that costume to her, it still would have been $0 because she had a costume from last year she could wear.

Shipping got me this year. But this year I spent FAR less than last year and I ended up dressing 3 kids this year!
Last year we spent nearly $100!  That's because I let dh take oldest dd to the costume shop and we dropped $75 just for her costume. And then we spent approx $15 for our second dd.
This year we spent including shipping for used stuff and new mask..$31ish.
I went to Goodwill to get alot of the costume stuff this year though. Purchased a cute OshKosh costume for my baby boy from a friend used and purchased a new Dobby mask on line and just using an old cruddy pillow case to complete her outfit.

I told both kids I'd give them $15 to put towards costumes this year. If their costumes cost more, they'd have to cover the difference with their own money. Both of them decided to wear costumes we already had and pocketed the money for something else.  The only thing my son bought was a new plastic sword to go with his pirate costume. I think it was around $7.

I spent about 31 in material. DS as the tornado was the cheapest. DD Glinda the good witch was about 20 in material as she is one glitzy lady.
For me about 35 in material to be the evil witch.

$0.00! DS is using the Tigger costume that we bought ... four years ago, maybe? And DD is re-using her dino costume that we found on Freecycle last year. I revamped it a bit with supplies that I had on hand!

Much more than I would have liked but our costumes were pretty good. The entire family was invited to a Halloween party so for the first time in a long time, my husband and I needed costumes too. The kids were a pink butterfly from Old Navy (on sale for about $16 I think), Luigi ($20 from Walmart with free site to store shopping) and a hippie (homemade and probably about $30 when you include the vest, material, wig, sunglasses, peace necklace and headband). I was batwoman ($35 from Walmart) and my husband was Mario ($40 including the giant hands and free shipping). I like the kids to be exactly what they want, rather than trying to find something really cheap. Normally I would have found something cheaper for my husband and I but my son really wanted his dad to be Mario and I was very excited about my costume.

I let my girls pick out a costume for under $20 in a catalog, it ended up being $35 total with free shipping.

I spent $20 on DD's Dorothy dress, $5 on DS's dino costume and $6 on a costume for DH.
