I did some searching and found a few things you can try:
-Baking Soda - if really tough stains pour vinegar on after b. soda is on.
-Oxy clean in some warm water.
-Simple Green and a scrub brush.
-Greased Lighting - found at Walmart.
-Plain old dish soap or vinegar in a spray bottle.
-Heloise Tip: 3/4 c. household bleach and 1 Tbsp. powdered or liquid laundry detergent mixed with 1 gallon warm water. Test on a hidden area to make sure plastic won't discolor. Wear rubber gloves & scrub with a soft bristle brush or sponge. Let mixture stay on the chair for 5-15 mins., then rinse well.
Hope one of these might help, maybe someone else will have some ideas.
