I've done this a couple of times, usually with DD's jeans that no long fit in length but still fit around the waist. I personally dislike the look where you have to flap the crotch across the front so I use two different methods.
Method one is easy ... cut off the jeans right at the end of the zipper then attach a gathered, lighter weight material to the bottom of that to make a skirt. With this method, you're using the jeans only as the top of the skirt. You have to use the legs for another project.
Method two is a completely different look ... sew the inside leg seams together at the front of the skirt to create a straight seem. This will create a large inverted V at the back of the skirt. Fill this large inverted V with a complimentary fabric that has been lightly gathered (otherwise you end up sitting on a big lump.) If you're making a long skirt, give the rear material a slight train and/or add lots of ruffles. The skirt turns out really fun.
You can modify method two with inserting two panels - one front and one rear - with denim material from another pair of jeans resulting in a slight A-line skirt. I just don't think it ends up looking that good because it is hard to get decent looking seams down the front.
