  1. In a saucepan or skillet, melt the butter over medium heat. Add the minced garlic and cook for 1 minute, stirring constantly to avoid burning.
  2. Sprinkle the flour over the melted butter and garlic, whisking continuously to form a smooth mixture. Cook for about 1-2 minutes to cook off the raw flour taste.
  3. Gradually pour in the heavy cream and milk, whisking constantly to combine. Continue whisking until the mixture is well blended and starts to thicken slightly.
